Having been deputed by the Government of Hong Kong to
compile an authentic history of the Colony, I have the honour to
address you on the question of facilities for research, and humbly
to inquire whether arrangements may be made for me to have
permission to consult at the Public Records Office relevant records
including those within the closed period. I am acquainted with
the conditions under which such permission may be granted.
I should also like to ascertain whether there are any
records at the War Office, the Admiralty and the Foreign Office
dealing with matters necessary to the understanding of the
development of Hong Kong or of general interest to the public, and,
if so, to be granted permission to consult such records.
It would be a distinct advantage if I could have
interviews with such former residents of Hong Kong as are at
present in England or are likely to visit the country this year.
I refer to such "makers of Hong Kong" as Lord Lugard,
